Brazil Launches Regulated iGaming and Sports Betting

As of January 1, 2025, online casinos and fixed-odds sports betting became officially legal in Brazil, following the passage of Bill PL3626/23. The new regime, overseen by the Prizes and Betting Secretariat, granted 67 operator licenses—15 permanent, 52 provisional.
Operators paid roughly $4.8 million in licensing fees each, generating $338 million in federal revenue. Major brands like Betano, Betsson, Sportingbet, and bet365 have launched, signaling Brazil’s emergence as a major iGaming market.
The rollout positions Brazil as Latin America’s leading regulated online gaming jurisdiction. Regulators now face the challenge of managing consumer protections while supporting sustainable market growth and guarding against money laundering or fraud.
Observers expect rapid market evolution over the next 12 months, with more domestic companies entering the space, increased focus on localized content, and rising competition among global operators for Brazilian users.
