Nine Macau Satellite Casinos to Close by End of 2025

Under recently enacted gaming law reforms, Macau authorities have announced that nine satellite casinos—previously operating under sublicensing models—will close by December 31, 2025. These venues, which rely on indirect licensing via larger operators, are being phased out as part of a drive to tighten regulatory oversight over the region’s casino sector.
The closures are expected to impact approximately 5,600 local and 400 foreign employees, prompting government intervention through labor support initiatives. Officials are setting up hotlines, organizing labor rights seminars, and offering transition programs to safeguard affected workers.
Analysts anticipate minimal effect on overall gaming revenue, as satellite operations contributed little to gross gaming revenue. Additionally, the reform is viewed positively, reinforcing Macau’s status as a tightly regulated international gaming market.
Industry observers note that this change could lead to increased consolidation, with smaller operators either exiting the market or partnering more closely with major concessionaires to survive under the new framework.
